Obama administration and China feud over clean energy

A battle over cheap solar panels is ratcheting up tensions between the US and China and further complicating the Obama?administration's?fraught relationship with clean energy.

Republicans have used the high-profile bankruptcy of Solyndra, the solar panel manufacturer that received $528 million in federal loan guarantees, to pummel the president on energy policy. Last month, slow sales forced bailout-backed GM to offer hefty discounts for the Chevy Volt. The tepid growth of the electric car industry has led some to question the president's use of taxpayer money to promote alternative fuel sources.?

Now, energy rifts with China are exacerbating tensions between the two countries, while further complicating the Obama administration's relationship with clean energy.

Late last month, Obama blocked Ralls Corp., a small Chinese company, from investing in a wind farm project near the site of a military training site in Oregon. The president invoked a rare power granted by the Defense Production Act of 1950, concerned that the companies backing the project "might take action that threatens to impair the national security of the United States," as the order reads.

Ralls Corp. responded in kind, suing the president.?

A decision Wednesday from the US Department of Commerce threatened to further strain relations between the two countries. The department ruled that Chinese companies, backed by foreign subsidies, were "dumping" solar panels into the US market?selling their products at prices ranging from 18.32 to 249.96 percent below fair value.

The final ruling would impose tariffs of 24 percent to 36 percent on solar panels imported from China, the New York Times reported.?

"The impact on the domestic industry has just been devastating. I think we're unfortunately up to 13 companies where there has been either a shutdown or a bankruptcy or significant work layoffs due to the Chinese imports,"?Tim Brightbill, lead attorney for SolarWorld Americas and other US producers told Reuters in the days leading up to the ruling.

It's not the first time the Commerce Department has imposed tariffs on China for dumping activities. In June, the department found that Chinese companies were illegally selling wind turbine towers below their market price and would have to pay?duties of 20.85 to 72.69 percent on imports.

The recent jabs are the latest in an ongoing back-and-forth between an administration protective of American manufacturers and an economic juggernaut flooding the global clean energy market with inexpensive products.

"The United States is provoking trade friction in the new energy sector," Shen Danyang,?China's Commerce Ministry spokesman,?told Reuters,?"and sending a negative signal to the world that stirs global trade protectionism and obstructs the sector's development."?

Taliban says they will try to kill schoolgirl who defied them

PESHAWAR, Pakistan (Reuters) - A Pakistani schoolgirl fighting for her life after being shot by Taliban gunmen was transferred on Thursday from a hospital in a province that is a militant haven to a specialist hospital in the army garrison town of Rawalpindi.

Malala Yousufzai, 14, was unconscious in critical condition after being shot in the head and neck as she left school on Tuesday, but doctors said she had moved her arms and legs slightly the night before.

Pakistani surgeons removed a bullet on Wednesday from Yousufzai who was shot by the Taliban for speaking out against the militants and promoting education for girls.

Her courage made her a national hero. The shooting has drawn condemnation from world leaders and many Pakistanis.

Yousufzai began standing up to the Pakistani Taliban when she was just 11, when the government had effectively ceded control of the Swat Valley where she lives to the militants.

Her father, Ziauddin Yousufzai, who runs a girls' school, said his daughter had defied threats for years, believing the good work she was doing for her community was her best protection.

A Reuters correspondent watched as she was moved from an army hospital in the regional capital of Peshawar to the Armed Forces Institute of Cardiology in Rawalpindi to help her treatment.

"Pray for her," her distraught uncle, Faiz Mohammad, said before the ambulance left the hospital.

A husband-and-wife team of two British doctors who were attending a seminar in Pakistan at the time of the attack on Thursday joined local surgeons in treating Yousufzai.

She was shot with two other girls on Tuesday as she left school in Swat, northwest of Islamabad. One of the girls is out of danger and the other remains in critical condition.

A Taliban spokesman said she was targeted for trying to spread Western culture and that they would try to kill her again if she survived.

"BARBARIC AND COWARDLY"

Authorities had identified her attackers, said regional governor Masood Kausar. The local government has posted a 10 million rupee reward for their capture.

"The security agencies are closely working with each other and they have a lot of information about the perpetrators. We hope our security agencies will soon capture them and bring to justice," he said.

The attack outraged many in Pakistan, with small, impromptu rallies held in her support in many cities. Schools had also closed across Swat in protest over the shooting and a small demonstration was held in her hometown of Mingora.

Pakistan's president, prime minister, and heads of various opposition parties joined human rights group Amnesty International and the United Nations in condemning the attack.

On Wednesday, White House spokesman Jay Carney said the United States had offered any assistance necessary.

"The president found the news reprehensible and disgusting and tragic," Carney told reporters.

"Directing violence at children is barbaric, it's cowardly, and our hearts go out to her and the others who were wounded as well as their families."

Yousufzai had spent the last three years campaigning for girls' education after the Taliban shut down girls' schools. She received Pakistan's highest civilian award but also a number of death threats.

In 2009, the army pushed the Taliban out of her hometown of Mingora, but the attack showed the militia's ability to strike even inside heavily patrolled towns.

Twitter: Changing life for writers 140 characters at a time | New York ...

Creation through limitation is a concept that has long been familiar to writers.
?
We see it through the persistent use of ancient poetic forms such as haiku, as well as the experiments of the Oulipo???a French-speaking writers? circle that can count Italo Calvino as an alumnus???in the 1960s. We still see it in many novels? exploitation of genre conventions, and, according to Robert McCrum?s latest article in The Guardian, we also see it in the brevity enforced by microfiction and flashfiction competitions.

However, one increasingly pressing question is being asked by today?s twitterati: is this brevity, which has long been practiced???and which Shakespeare famously argues is the soul of wit???now being imposed upon writers by Twitter?

McCrum?s argument is that Twitter is changing literature. He writes of self imposed concision: ?In the age of Twitter, such an innovative approach to narrative is peculiarly suggestive and potentially addictive.? Its hard to disagree.

We all know Hemingway?s six word story????For sale: baby?s shoes, never worn????and we?ve even had short stories that, aside from their titles, contain no words at all. Dave Eggers? "There Are Some Things He Should Keep To Himself," take a bow. What, then, is to stop a 140 character tweet from being the latest narrative medium for writers everywhere?

New York based tweeter Teju Cole???photographer, flaneur and author of the brilliant ?Open City????is just one established writer who uses his Twitter account creatively, tweeting snippets of prose that often deal with the state of life in his native Nigeria. For example: ?Lagos police arrested 33 people for using the wrong preposition: apparently, riding in a train is fine, but riding on a train isn?t.? He has also tweeted his own views on the site?s literary advantages: ?Twitter is unbeatable for aphorism, great for anecdote, decent for poetry, useless for analysis, and the eye of the newt for surrealism.?

Of course, the idea of Twitter?s use as a medium for literature has its critics, and high profile ones at that. Jonathan Franzen has called the site ?unspeakably irritating? and in one attack described tweeting as ?like writing a novel without using the letter P.? What Franzen makes of Georges Perec?s novel ?La Disparition,? which is over a hundred 300 pages long and is written without once using the letter E, has not been documented.

There are some, however, who would argue that while it will limit fiction, Twitter is a more natural fit for poetry. It is easy to see why poets might be drawn to the medium: It affords the same sense of distillation that is the essence of much poetry; publication, and sometimes appreciation, is only a click away.

Some poets see Twitter as more than a simple form???it can even serve as a source for inspiration. The recently established blog Bad Robot Poetry?publishes poetry influenced by Twitter, as well as by Facebook and the cult of the "meme."?

Whether as a facilitator or an inspiration, it seems that Twitter is insinuating itself into the world of literary creation. The format may be new but the principle is as old as writing itself ???that creativity is often borne of constraint. It?s early days, but the time may come when the mentioning of 140 characters will remind bookworms of more than just the cast list of a Tolstoy novel.

Middle East tensions push oil higher; euro up

NEW YORK (Reuters) - The euro made its first gain in four days on Thursday after the IMF said euro zone economies should have more time to cut budget deficits, while oil prices rose on escalating tensions between Syria and Turkey.

European and U.S. shares climbed after data showed further signs of improvement in the U.S. labour market, though Wall Street pared its gains to end the day little changed.

The data overshadowed a downgrade of Spain's credit rating by Standard & Poor's late on Wednesday.

In the currency market, the euro was the primary beneficiary of improved sentiment. It recovered from a more than one-week low, last trading at $1.2926, up 0.4 percent.

Christine Lagarde, the IMF's managing director, said she favoured giving debt-burdened Greece and Spain more time to reduce their budget deficits because cutting too far and too fast would do more harm than good.

Lagarde's comments were seen supporting stability in the euro zone. One of the key debates to come from the euro zone's debt crisis is whether the steep cuts needed to get budgets in order come at the expense of economic growth.

Spanish bond yields turned lower, erasing an earlier spike to near the critical 6.0 percent mark seen as unsustainable after Standard & Poor's cut the country's credit rating.

S&P cut Spain's rating two notches to BBB-minus, one step from junk status, warning that an intensifying recession and poor response from euro zone policymakers to the crisis had left Spain highly vulnerable.

"Investors were initially spooked by the bad news from the euro zone, but soon realized that bad news is actually good news overall due to the fact that this now speeds up the timeline for Spain to request a bailout," said Neal Gilbert, market strategist at GFT in Grand Rapids, Michigan.

Ten-year Spanish yields were down 5.4 basis points on the day at 5.77 percent, having hit a session high at 5.96 percent earlier.

Markets expect Spain to be the first of the euro zone's "big four" economies to require a rescue package.

The benchmark 10-year U.S. Treasury note rose 2/32 higher in price, yielding 1.673 percent.

Tensions in the Middle East pushed Brent crude up $1.38 to $115.71 a barrel, while U.S. crude futures settled up 82 cents at $92.07 per barrel. Maintenance curbs on North Sea output also pushed prices higher.

Turkish Prime Minister Tayyip Erdogan said a Syrian passenger plane forced to land in Ankara was carrying Russian-made munitions destined for Syria's defence ministry. Grounding of the plane was another sign of Ankara's growing assertiveness over the crisis in its war-torn neighbour.

"The Syrian situation is heating up and there are fears about Turkey, a NATO member, retaliating and contagion in the region," said Bjarne Schieldrop, analyst at SEB in Oslo.

Equities initially rose after news that claims for U.S. jobless benefits fell last week to the lowest in more than four and a half years.

Still, a drop in shares of Apple Inc helped Wall Street cut its gains in afternoon trading.

The Dow Jones industrial average fell 18.58 points, or 0.14 percent, to 13,326.39. The Standard & Poor's 500 Index edged up 0.28 points, or 0.02 percent, at 1,432.84. The Nasdaq Composite Index slipped 2.40 points, or 0.08 percent, to 3,049.38.

Apple fell 2 percent after a U.S. appeals court overturned a preliminary injunction on the sale of Samsung Electronics Co Ltd's Galaxy Nexus smartphone.

Shares of Sprint Nextel Corp drew the heaviest action on the New York Stock Exchange after news that the firm was in talks over a potential sale to Japanese mobile carrier Softbank Corp.

Sprint was up 14.2 percent.

In Europe, the FTSEurofirst 300 ended up 0.8 percent, while the MSCI global index gained 0.4 percent.

Corki initiates onto Jayce and almost kills him down with the help of Maokai, unfortunately with CLG EU closing in Skarner impales Corki while Jayce flashes out of Maokai?s maelstrom on top of the requiem coming from Karthus it sealed the deal onto Corki?s demise and also the second dragon for CLG EU. The biggest play of the match which turned the gold to CLG EU?s favor was the 29th minute mark. CLG EU catches World Elite trying to push down the 2nd top turret, in turn maokai was split off from the group; a grouped CLG EU initiates a fight and catches the reformed WE team at CLG EU Blue buff. The closed space gets Karthus to do ?tons of damage? with defile on top of lay wastes plus the Wall of Pain destroys most of the magic resist/health from WE. The result was a 5 for 2 ace for CLG EU plus a well played baron. Overall that baron launched the taking of all turrets and inhibitors for CLG EU.
