Deadly Ebola outbreak in Uganda, health officials confirm

KAMPALA, Uganda (AP) ? The deadly Ebola virus has killed 14 people in western Uganda this month, Ugandan health officials said on Saturday, ending weeks of speculation about the cause of a strange disease that had many people fleeing their homes.

The officials and a World Health Organization representative told a news conference in Kampala Saturday that there is "an outbreak of Ebola" in Uganda.

"Laboratory investigations done at the Uganda Virus Research Institute...have confirmed that the strange disease reported in Kibaale is indeed Ebola hemorrhagic fever," the Ugandan government and WHO said in joint statement.

Kibaale is a district in midwestern Uganda, where people in recent weeks have been troubled by a mysterious illness that seemed to have come from nowhere. Ugandan health officials had been stumped as well, and spent weeks conducting laboratory tests that were at first inconclusive.

On Friday, Joaquim Saweka, the WHO representative in Uganda, told The Associated Press that investigators were "not so sure" it was Ebola, and a Ugandan health official dismissed the possibility of Ebola as merely a rumor. It appears firm evidence of Ebola was clinched overnight.

Health officials told reporters in Kampala that the 14 dead were among 20 reported with the disease. Two of the infected have been isolated for examination by researchers and health officials. A clinical officer and, days later, her 4-month-old baby died from the disease caused by the Ebola virus, officials said.

Officials urged Ugandans to be calm, saying a national emergency taskforce had been set up to stop the disease from spreading far and wide.

There is no cure or vaccine for Ebola, and in Uganda, where in 2000 the disease killed 224 people and left hundreds more traumatized, it resurrects terrible memories.

Ebola, which manifests itself as a hemorrhagic fever, is highly infectious and kills quickly. It was first reported in 1976 in Congo and is named for the river where it was recognized, according to the Centers for Disease Control and Prevention.

Scientists don't know the natural reservoir of the virus, but they suspect the first victim in an Ebola outbreak gets infected through contact with an infected animal, such as a monkey.

The virus can be transmitted in several ways, including through direct contact with the blood of an infected person. During communal funerals, for example, when the bereaved come into contact with an Ebola victim, the virus can be contracted, officials said, warning against unnecessary contact with suspected cases of Ebola.

In Kibaale, some villagers had started abandoning their homes in recent weeks to escape what they thought was an illness that had something to do with bad luck, because people were quickly falling ill and dying, and there was no immediate explanation, officials said.

Officials said now that they've verified Ebola in the area, they can concentrate on controlling the disease. Ebola patients were being treated at the only major hospital in Kibaale, said Stephen Byaruhanga, the district's health secretary.

"Being a strange disease, we were shocked to learn that it was Ebola," Byaruhanga said. "Our only hope is that in the past when Ebola broke out in other parts of Uganda it was controlled."

The challenge, he said, was retaining the services of all the nurses and doctors who are being asked to risk their lives in order to look after the sick.

"Their lives are at stake," he said.

Officials also worry that other villagers suffering from other diseases might be afraid to visit the hospital for fear of catching Ebola, he said.

How does the roleplay tab work?

That is an interesting catch. In my time here, I've never actually clicked on the newest roleplays button, just on the ones displayed there that catch my eye. What the problem seems like to me is that when using the tab to sort roleplays from newest to oldest, it doesn't include all the roleplays. What the criteria for appearing on the list is, I do not know. Perhaps there is a small wait time? The Cousin, which is currently at the top of the list when sorting for newest, was created on July 24th, but we get new roleplays everyday. Hmm.

Well, I can't tell you why the sort by newest function doesn't include all roleplays, but I can offer some advice. If you are worried your roleplay will be drowned out, post in roleplayers wanted. Myself, and nearly everyone I've played with uses that forum to find the hidden gems. Don't just half ass it with a link though, put some description on it, like you're making a trailer. Also, go in and add more tags. Tag everything even remotely related to your roleplay, so if people search for something they like, they are more likely to get directed to yours.

As for wanting to join a new roleplay, the 5 under the button are the absolute newest, so they are good to use. Just as well, you can check out the interest checks forums, where people post their ideas for upcoming roleplays. If you find something you are interested in, tell the author. Having more support encourages them to make the roleplay a reality. Also, you should post your ideas in Interest checks, so you can get some members to join before you even post the roleplay.

Hopefully that helps a little. A mod or admin should be able to give a better answer to why the sorting system works like it does.

Carbon tax talks between China and European Union stall

Beijing remains firm on its stance of settling the carbon tax dispute with the European Union through a multilateral approach, a Chinese official said.

The official, who requested anonymity, said talks between China and the EU over the tax are making little progress.

The EU sent a delegation to Beijing for discussions on the Emissions Trading Scheme, often called the carbon tax, during the third round of the EU-China Strategic Dialogue in Beijing on July 10.

But sources close to the talks said no breakthrough had been made.

"The EU has an increasing sense of urgency as the window of opportunity narrows," the Chinese official told China Daily.

Under the tax, the EU began charging airlines that use EU airports for carbon emissions on Jan 1. The first payment is due on April 30, 2013.

Over 30 countries, including China, India, Russia and the United States, oppose the tax and have expressed a desire for any resolution to be part of a global emissions framework under the International Civil Aviation Organization.

China's basic stance is in accordance with this approach, the official said.

"We don't think a bilateral channel is an acceptable way to solve the issue," the official added.

The EU needs to sit down and convince everybody that they have something attractive that should be adopted by others, a UN official said. "It's good for them that they can raise standards, but they cannot impose it," said Amina Mohamed, deputy executive director of the United Nations Environment Program.

At a conference before the strategic dialogue, Markus Ederer, EU ambassador to China, said there is high-level contact between Brussels and Beijing.

The EU has offered a system of equivalent measures, Ederer said. This means that if a country takes measures to reduce aviation emissions, the EU will exempt them from the carbon tax. But the exact amounts of emission reduction and tax exemption have yet to be defined.

Yang Fuqiang, a senior advisor on energy, environment and climate change at the Natural Resources Defense Council, said there are a few options that might be regarded as equivalent measures.

The measures could include cutting greenhouse gas emissions from the aviation sector by adopting energy-saving technology and using more advanced carriers or cleaner fuel.

Discussing emissions is a positive development in the fight against climate change, Yang said.

However, "common but different responsibilities" are not recognized by the EU, he said. Generally, developing countries lag behind in aircraft manufacturing and related technology, so periods of immunity should be granted to those countries based on the different stages of development, Yang said.

"Possibilities could be explored in discussions, but the EU should put forward a fairer proposal," Yang added.

The Civil Aviation Administration of China said in February that airlines should not pay the EU charge. Eight Chinese, and two Indian airlines, have yet to submit emission data to the EU.

Companies that do not comply face fines and ultimately could be banned from using EU airports.

"The scheme is widely opposed by many countries," the official said.

According to industry estimates, paying the EU carbon tax will cost China's aviation industry 790 million yuan ($124 million) this year and an estimated 3.7 billion yuan in 2020.

China has its own carbon trading plan but it's not the right time to include the aviation sector in it, said officials and researchers.

China plans to start seven pilot carbon emissions trading projects next year in five cities - Beijing, Shanghai, Tianjin, Shenzhen and Chongqing - and two provinces, Guangdong and Hubei. A national plan is likely to be introduced after 2015.

"China and the EU are not so far apart," Ederer said.

"We are working with China, with our expertise to help China figure out the best way for its emissions trading system. So I think we are going the same direction."

Some experts expressed concern that the EU will be deeply involved in setting standards in China's carbon market, according to Qian Guoqiang, strategy director of Sino-Carbon Innovation & Investment Co.

But other experts say any national domestic carbon tax is still some way off.

"Emission trading is the future direction, but the timing is still not right," said Pan Jiahua, executive director of the Research Center for Urban Development and Environment with the Chinese Academy of Social Sciences.

It will be a challenge to have a nationwide scheme by 2015, Pan said.

Asexual Tension: Sexy Friends

Though I've used this term in the past to refer to a specific type of relationship, I am thinking now of what it is like to have sexual and/or romantic friends.
It's a pretty common statistic that 1% of the population is Asexual. ?While that does end up being a lot of people, the majority of people I will interact with in my life will be sexual, and it is likely that they will also be romantic.

These may not be the best friends to have for me.
I am Asexual and Aromantic.
I have thought about this for a while, and I believe that while it truly depends on the individual person, the likelihood of someone being an intimate friend of mine is significantly diminished if they are sexual and/or romantic (especially both).

I need to be able to have conversations with people that deal with things other than sexual relationships, sex, gossip about relationships, gossip about sex, etc. ?A separate issue is that I often do not know how to engage others- I tend to ask about relationships and/or sex, because it's something others usually respond well to, or it's all I have in my memory-bank of previous conversation history with said person- I simply don't know what interests them other than other people + sex/romance.

I like being able to be around someone and not have to constantly analyze the situation and my actions, to make sure I'm not accidentally displaying anything that could be taken as sexual or romantic interest in my behavior.
I like being able to spend time with people whose company I enjoy and not worrying about whether or not they have feelings for me, or want to sleep with me.

A lot of the time, becoming friends with someone who is sexual and romantic, I feel like I am constantly lying. ?While friendly behavior and/or treating someone else kindly because you are a kind person should not be considered a giant waving flag of consent/ sexual/romantic interest/advances, my behavior is often misunderstood as thus.

As a precaution, I started telling people when they first meet me that I can be a wonderful friend, but that they should never date me. ??This initially scared people off of the love-boat, so to speak, but it wasn't completely effective- many thought I was merely playing hard-to-get or that I was some sort of kind but heartless, loveless monster. ?In one case, someone who I may have had a wtfromantic relationship with considered me completely unavailable.

Throughout life, I have tended to make friends with intellectual interests or pursuits, categorizing myself as a bibliophile and nerd, and I have made a lot of friends that fit somewhere underneath the LGBT+/Queer umbrella-- usually, these people understand that, regardless of sexual or romantic inclination, others aren't automatically going to like them or want to date them.

I am capable of spending time with couples, but I usually hate it. ?Most couples disgust me. ?Not because of anything in their relationship, but because of the dynamic they have concerning others while in that relationship. ?If ?I cannot enjoy my time with people because they are simply horrible to be around while near each other because they ignore everything else around them...well...I probably won't desire to be around them more than once. ?If you can treat others the way you normally treat them (alone/one on one) while around your significant other/partner/whatever, that's fine. ?And romantic affection around others is fine, to a degree. ?The main problem I have with couples is that they tend to act exclusively and treat others like shit simply because they are reveling in their own filth/lovemaking. Maybe it's just the peers I've encountered in most recent years, but perhaps not. ?

For the particular friendships/relationships I want, I usually have the best luck with people whose lives aren't dictated or strongly influenced by romantic or sexual pursuits.

I also hate the feeling of being deserted because of a romantic or sexual relationship or opportunity. ?I've done something like that to someone in the past and it is one of my greatest regrets. ?I also consider it one of the worst things I have ever done, especially because it went against my nature. ?I suppose that particular time of life was an opportunity to solidify my preexisting feelings and beliefs and to learn not to do something like that again.
I personally cannot handle being treated lightly. ?If I value someone very closely and I feel those feelings are reciprocated, I rely on the friendship for my emotional and psychological needs. ?Those are the people I feel have my back, and I theirs. ?They are the people I am closest to and who I trust most. ?And if one of those people were to suddenly devalue me (or treat me so that I felt devalued), the hurt associated with that is much greater than it would be for someone I was not as close to.

If I am becoming close to someone and beginning to let myself care a lot for someone and they begin to show signs that they are romantic and sexual to the point of letting that destroy or greatly interfere with their existing friendships, I retreat. ?I hate it, but I know I don't want to stick around in a relationship in which I feel neglected or unimportant. ?Simple as that.

There are usually warning signs of problems. Unfortunately, they are easily overlooked. As an owner, It is easy to point fingers and yell. It takes a leader to infuse a safety culture by teaching and sharing the wisdom of what to look for and why.

Where is the weak link?

Examples include:

• A sloppy job site
• Nails left sticking up
• Holes in floors
• Cutting, sawing, or nailing without the necessary protections
• Exposing yourself or others to loud noises for prolonged periods of time
• Ladder placement
• Failing to protect personal property
• Ignoring fall protections
• Improperly secured loads
• Operating damaged tools or cords
• Being careless, working too fast.
• Not verifying that doors and gates are closed and locked

If only we could identify the weak link before it fails. If I could just teach people to catch the warning signs then we would build a better company that wins based upon being smarter and cautious instead of? lucky and careless.

Here is what I know: a catastrophe usually has several, let?s say 3, warning signs. What you do with them is how I want my company to run.

A gentleman living in a flood zone became aware that severe weather was coming while watching the news, but he didn?t give it a second thought because he had faith in the Lord. Shortly after the breaking news alert, the police came through the neighborhood announcing an evacuation order over a loud speaker. Confident in his faith, he refused to leave.

Sure enough, the rains came, and soon the water was lapping at his feet on his front porch. A rescue boat came by and pleaded to him to abandon his home and accept a lift to dry land, but again he refused. Citing his faith and devotion, angered by the distraction, he continued to go about his business and prayed.

That afternoon the waters were really rising and although very concerned, he still had faith, ?Was this some sort of test?? he thought. He was all the way up on his roof when a national guard helicopter hovered over him ordering him to accept a lift to dry land, and again he refused, sending them away to help others. He was confident he would to be fine right up until his house was swept away and he drowned.

Before something goes wrong, or just after something doesn?t make sense, or go right, take a pause, or a ?mental drink of water? (as I like to say). Ask yourself a few questions, Should you get a second opinion? Is the risk more than you can stand? Are your assumptions too shaky? What if it doesn?t work, will others be harmed?

An explosion rocked a bus carrying Israeli tourists at an airport in Bulgaria, killing at least four people. NBCNews.com's Dara Brown reports.

UPDATED AT 6:04 p.m. ET: SOFIA, Bulgaria -- An?explosion on a bus carrying Israeli tourists at an airport in Burgas killed at least six people and injured 32 others, Bulgarian authorities said. Bulgarian officials could not confirm the deadly blast was terror-related but?Israeli Prime Minister Benjamin Netanyahu blamed Iran.

"Iran is responsible for the terror attack in Bulgaria, we will have a strong response against Iranian terror," said Netanyahu in a statement, according to Haaretz, an Israeli newspaper.

Tehran did not immediately issue a comment.

A bomb caused the explosion, Bulgarian Foreign Minister Nikolai Mladenov told Reuters.

The Israelis had landed at the airport around 4:45 p.m. local time (9:45 a.m. ET) and boarded a bus to their hotel when the explosion happened, The Jerusalem Post reported. Body parts were flung onto the tarmac and a thick black plume of smoke rose above the airport.

An 11-year-old Israeli girl and two pregnant women were among those injured, according to Focus, a Bulgarian news agency.

"I do not know what it was, but it was a very powerful blast, and I think it was something placed on purpose in the bus, which carried 47 Israeli tourists," Burgas mayor Dimitar Nikolov told BTV television. Burgas is 250 miles from Sofia, Bulgaria's capital.

Nikolov said 171 people had arrived on a plane from Israel to spend their holiday at the Black Sea coast.?One American and one Slovenian passenger were on board, he said.

The Bulgarian Press Office, which provided the casualty figures, said only one bus was involved in the explosion, but added the investigation is ongoing.?

According to a Bulgarian news service, an eyewitness named Daniel told the Voice of Israel radio program: ?I was literally watching people crawling out of the bus. They were screaming and one of them had no arms or legs. It was horrible.?

Another Israeli traveler told the radio station: ?The people who survived got through the windows and were trying to crawl over the bodies. The bus was destroyed from both sides.?

In separate statements, President Barack Obama, Secretary of State Hillary Clinton and United Nations Secretary-General Ban Ki-moon condemned the attack.

"As Israel has tragically once more been a target of terrorism, the United States reaffirms our unshakeable commitment to Israel's security, and our deep friendship and solidarity with the Israeli people," Obama said. He called Netanyahu on Wednesday to express his condolences.

Clinton said the U.S. is prepared to offer "any assistance necessary" and that she was prepared to "work with our partners in Bulgaria, Israel and elsewhere so that the perpetrators can be apprehended swiftly and brought to justice for this appalling crime."

Wednesday's bombing coincided with the 18th anniversary of the bombing of a Jewish community center in Argentina that killed 85 people. According to the BBC, Argentinian prosecutors charged Iran with orchestrating the attack, which they believe was carried out by Hezbollah, the Lebanon-based militia.?

Netanyahu said Israel would respond.

"All the signs lead to Iran. Only in the past few months we have seen Iranian attempts to attack Israelis in Thailand, India, Georgia, Kenya, Cyprus and other places," Netanyahu said in a statement. "This is an Iranian terror attack that is spreading throughout the entire world. Israel will react powerfully against Iranian terror."

But Jerusalem Post writer Yaakov Katz questioned the connection between the two events. ?

"While the attack is severe, it is not of the scale of what happened in 1994," Katz wrote. In 1994 in Argentina, a van filled with explosives rammed into the Jewish community center, killing 84 people. Wednesday's attack, he said, appeared to have been perpetrated by a suicide bomber or a planted bomb.?

"This is a break from Hezbollah's traditional tactic of carrying out attacks with less of a footprint," Katz wrote. "In previous plots that were thwarted recently, there were attempts to shoot down Israeli airliners with shoulder-to-air missiles, to plant bombs on diplomatic cars or to assassinate Israeli diplomats. Nothing that would leave evidence behind."

Israeli officials had previously said that Bulgaria, a popular holiday destination for young Israeli tourists, was vulnerable to attack by Islamist militants who could infiltrate via nearby Turkey.

Israeli diplomats have been targeted in several countries in recent months by bombers who Israel said struck on behalf of Iran.

Though Tehran has denied involvement, some analysts believe it is trying to avenge the assassinations of several scientists from its controversial nuclear program, which the Iranians have blamed on Israel and its Western allies.

Israel has threatened air strikes against Iran's nuclear facilities if diplomatic efforts fail to stop Tehran getting nuclear weapons, which it denies it is seeking.

The Israel Airports Authority announced disruptions in flights from Israel and Europe, according to Haaretz.

(London and The Hague) July 18, 2012: One of the largest international consultations into cybercrime has been launched to help governments, law enforcement and businesses get a head start on cybercriminals.

Called Project 2020, the study by the International Cyber Security Protection Alliance and led by its strategic law enforcement partner Europol will analyze current trends in cybercrime and how they may evolve over the next eight years and beyond.

The Threat

The past two years have seen the industrialization of cybercrime, where criminals can draw on an entire supporting infrastructure of criminal service providers ? from web hosting to generating credit card verification data. With more information about all of us on the web than ever before, we also have seen a sharp increase of targeted cyber attacks, so-called spearphishing.

?During the past 24 months, critical infrastructure in countries around the world has been under daily cyber attack from both organized criminal networks and state-sponsored entities,? says John Lyons, the Chief Executive of the International Cyber Security Protection Alliance.

Europol expects these threat scenarios to evolve rapidly: Cloud computing services mean that we don?t always know to whom we are entrusting our data. The ?internet of things? could see the hacking of medical devices and key infrastructure components.

?With two-thirds of the world yet to join the internet, we can expect to see new criminals, new victims and new kinds of threats,? says Dr Victoria Baines, Strategic Advisor on Cybercrime at Europol.

The Project

What makes Project 2020 unique is that it will combine the expertise of leading law enforcement agencies with that of the ICSPA?s member companies, organizations and professional communities.

The European Commission recently designated Europol as its information hub on Cybercrime and asked the agency to establish the European Cybercrime Centre (EC3). Also contributing to the study will be the City of London Police and the European Network and Information Security Agency (ENISA).

Among the business members joining Project 2020 are payment services firm Visa Europe, the UK?s largest home shopping retailer Shop Direct Group, customer insight and fraud prevention services firm Transactis and logistics company Yodel. They will be joined by seven of the world?s leading cyber security companies: McAfee, CGI Canada, Atos, Cassidian, Digiware, Core Security

Technologies and Trend Micro, who have thousands of experts analyzing security issues 24/ 7, all of whom will feed their expertise into the study.

Also participating in Project 2020 are experts from two global professional communities ? the International Information System Security Certification Consortium (ISC)2 and the International Association of Public Prosecutors.

?During the past few years increasingly sophisticated and highly targeted cyber attacks have resulted in significant losses ? not only financial but also, potentially even more worryingly, of intellectual property in defense and aerospace, oil and petrochemicals, financial services, manufacturing and pharmaceuticals,? says ICSPA chief executive John Lyons. ?Cybercrime is notoriously difficult to tackle given the international structure and capabilities of some of the criminal networks we see in operation. Project 2020 is set up as an international effort to provide insight into how cybercrime will develop.
