A bill to create an optional pilot insurance program that would help cover students who are at risk of concussions in sports practice passed into the Senate on Wednesday.

The bill passed with a close vote of 91 ?ayes? and 53 ?nays? ? many no?s coming from conservative Republicans such as Rep. Brandon Creighton, R-Conroe, and Rep. Jonathan Stickland, R-Bedford.

Originally the bill by Brownsville Democrat Eddie Lucio III was supposed to limit the amount of full-contact practices middle and high school teams could hold.

Lucio accepted an amendment and told the House today he?s heard no more complaints about the bill in its new form. It will cost $100,000 to implement and has been added to the House budget bill.

You can read more about the bill from yesterday?s blog here.
